CNN: Do you think that Israel can defeat Hamas without conducting a ground invasion in Rafah? The fact is that Rafah’s where the hostages and remaining Hamas military power and leadership are believed to be, their rockets and weapons production and other capabilities, everything. CNN: Couldn’t Israel’s offensive still have the effect of creating more militants who are going to join Hamas and fight against Israel? But it’s also a very winnable war for Hamas at this point because wars are not determined just by military capability. The problem is that the international community pushed Israel into this framework of going slower, going methodically, evacuating every area beforehand.

Mostafa Alkharouf/Anadolu/Getty ImagesThe Israel Defense Forces (IDF) says that the operation in Rafah remains limited in scope, while it continues operating in two other parts of Gaza. The operation was aimed at locating tunnel shafts operated by Hamas and had recovered “ammunition of many types,” including anti-tank missiles. While a broader offensive has been long expected in Rafah, Israel is battling elsewhere in Gaza to prevent Hamas regrouping. Shoshani said operations were continuing in Jabalya, in northern Gaza, and in Zeitoun, in central Gaza. CNN —Israel’s Defense Minister Yoav Gallant has called on Prime Minister Benjamin Netanyahu to publicly rule out Israeli governance over Gaza and to lay out his post-war plans, warning that he opposes Israeli rule in the Palestinian enclave. Israeli military officials have quietly warned that the lack of a long-term strategy for post-war governance will result in this pattern repeating throughout Gaza. “I will not agree to the establishment of Israeli military rule in Gaza. Netanyahu also said that a complete routing of Hamas would be his prerequisite for a new civilian government in Gaza. Jerusalem CNN —The Israeli military is calling on the United Nations to investigate the presence of armed militants at a UN facility in southern Gaza after releasing video that shows armed men at the facility. The Israeli military said the footage was filmed on May 11, three days before the IDF released it. The Israeli military said COGAT, the Israeli agency charged with coordinating humanitarian aid to Gaza, shared the military’s findings with “senior officials in the international community,” including UN officials. The Israeli military released the video one day after a United Nations worker was killed and another injured when the UN-marked vehicle they were driving in was struck in Rafah. The United Nations said they believe a tank fired on the vehicle, and the Israeli military has said the incident is “under review.”

CNN —The Israeli military has renewed its fighting in northern Gaza where it previously claimed to have dismantled Hamas’ command structure. The Israeli military also began operating in the area of Zeitoun in central Gaza, as it continues its offensive in eastern Rafah and near the Rafah crossing with Egypt. “Israel’s strategy is not a good one,” said Danny Orbach, a military historian at the Hebrew University of Jerusalem. Others say the re-emergence of Hamas “pockets” is not unusual, and that the Israeli military will have to keep re-entering areas in Gaza until no more fighters emerge. “This process will happen again and again,” Amir Aviv, former deputy commander of the Gaza Division of Israel’s military, told CNN, until all “pockets of resistance” are removed.

The Israeli military has ordered the immediate evacuation of several more neighborhoods in eastern Rafah as the Israeli military steps up its operations in the southern Gazan city. “They (Israelis) told us to leave the area in the morning,” one woman in al-Shabora, Rafah told CNN without giving her name. It comes as thousands of Gazans continue to flee Rafah after the Israeli military issued a call Monday for residents in the municipality of Al-Shawka and in the Al-Salam, Al-Jeneina, Tiba Zaraa, and Al-Bayouk neighborhoods in the Rafah area to "evacuate immediately." Israel has ordered Palestinians to leave to Al-Mawasi, a coastal town near the city of Khan Younis, where an “expanded humanitarian area” has been created. The report also did not find that Israel had intentionally obstructed humanitarian aid into Gaza. Such a finding would have triggered a U.S. law barring military aid to countries that block such assistance. They argue that Israel has indiscriminately killed civilians with American arms and intentionally hindered U.S.-supplied humanitarian aid. Either would violate U.S. laws governing arms transfers to foreign militaries, as well as international humanitarian law, which is largely based on the Geneva Conventions. The United States provides Israel with $3.8 billion in annual military aid, and Congress last month approved an additional $14 billion in emergency funding.

U.S. President Joe Biden departs the White House in Washington, U.S., for a campaign fundraiser in California, May 9, 2024. The Biden administration said Friday that it was "reasonable to assess" that Israel has violated international law in Gaza, but that it hasn't violated terms of U.S. weapons agreements. "Although we have gained insight into Israel's procedures and rules, we do not have complete information on how these processes are implemented," the report noted. "Israel has not shared complete information to verify" whether certain weapons provided by the U.S. had been used in incidents that allegedly violated international humanitarian law. The report also did not find that the Israeli government is blocking the transport or delivery of humanitarian assistance.

The Biden administration believes that Israel has most likely violated international standards in failing to protect civilians in Gaza but has not found specific instances that would justify the withholding of military aid, the State Department told Congress on Friday. Even so, the report — which seemed at odds with itself in places — said the United States had no hard proof of Israeli violations. The report, mandated by President Biden, also makes a distinction between the general possibility that Israel has violated the law and any conclusions about specific incidents that would prove it. The conclusions are unrelated to Mr. Biden’s recent decision to delay the delivery to Israel of 3,500 bombs and his review of other weapons shipments. The president has said those actions were in response to Israel’s stated plans to invade the southern Gaza city of Rafah.

The pier and causeway, known as Joint Logistics Over the Shore or JLOTS, will ultimately be used by the US, its allies and aid groups to get aid into Gaza by sea from Cyprus. A defense official confirmed to CNN that the limitations on the pier system are accurate. Another potentially complicating factor is how Israel decides to proceed with its operation in Rafah, in southern Gaza, US officials said. The Israel Defense Forces have agreed to provide a wide security perimeter around the pier system and the aid operation. But the plan is for the IDF to remain at a relative distance as the aid is transported and offloaded onto the beach in Gaza, officials told CNN.

Washington CNN —President Joe Biden’s decision this week to make public his ultimatum that a major Israeli offensive in the city of Rafah would result in a shut-off of some US weapons did not come easily or lightly. Last week, Biden signed off on a pause of 3,500 bombs to Israel that administration officials feared would be dropped on Rafah. Aware or not of the president’s views, Israeli officials reacted with shock to the public announcement. Israeli officials also sought to downplay the significance of Biden’s announcement. It marked the clearest signal yet that six months into the war, Biden was starting to seriously consider conditioning US support for Israel.

Israel and Hamas are engaged in tense cease-fire talks despite fighting in Rafah. Israel wants to keep its right to conduct more operations in Gaza, an analyst told Al-Jazeera. The IDF's ongoing military operation comes as Israel and Hamas are engaged in tense talks to broker a cease-fire deal.
